Salary: £36,000 - 60,000 per year

Requirements:

• Proven track record leading large-scale, complex transformation programmes valued at over £100m, involving ERP and business systems change, with accountability for end-to-end delivery, business change and benefits realisation.
• Demonstrable experience in programme governance, risk management and working with senior stakeholders across government, suppliers and delivery partners.
• Strong leadership and team-building skills, including the ability to lead diverse, multi-agency functions spanning PMO, change management and data.
• Excellent strategic judgement and ability to navigate ambiguity and drive decisions in complex political and operational contexts.
• Outstanding communication and stakeholder engagement skills, including experience briefing senior executives, ministers or equivalent.
• Experience operating at executive committee level, ideally within Defence, the broader public sector or critical national infrastructure.
• SC Clearance is essential. Candidates must be eligible and willing to undergo the required checks; preference may be given to candidates who already hold active security clearance.
• The role can only be worked within the UK, not overseas.
• Desirable: experience in Defence or the wider national security community; familiarity with HR, payroll or personnel systems in complex organisations; and experience working in a product-led, agile delivery environment.

Responsibilities:

• Own delivery of the ERP replacement programme, ensuring it meets time, cost and quality objectives, and maintain a vision, roadmap and delivery strategy aligned with Defence, CSM and DPT priorities.
• Lead the business transformation agenda, engage military and civilian stakeholders, embed new ways of working and realise planned benefits in workforce efficiency, HR services and data insights.
• Oversee data quality, cleansing, migration and readiness across multiple legacy systems to support a smooth and accurate transition to the new ERP platform.
• Serve as the programmes primary interface with senior Defence leaders, Enabling Organisations and delivery partners, providing clear, credible and transparent reporting and building stakeholder confidence.
• Lead programme governance, including Steering Groups, formal assurance gates and audit actions, and manage dependencies with other major Defence programmes, including Defence Reform.
• Lead the Programme Management Office, ensuring strong planning, reporting, risk management, financial oversight and benefits tracking.

We are recruiting on behalf of the Ministry of Defence (MOD) for an Oracle Fusion ERP Programme Director on a six-month contract, inside IR35. This is a hybrid role involving three days a week onsite in London, with additional travel to Bristol and/or Reading.
