Project Management Specialist

We are looking for a Project Management Specialist for a full-time contract beginning September 21, 2026, for an initial term of one year, with an optional one-year extension. This is a hybrid position requiring 12 days onsite per month in Ottawa. Candidates must hold a valid Reliability Status security clearance or have resided in Canada for at least five years to be eligible. Professional fluency in both English and French is mandatory. Responsibilities include establishing project governance frameworks, developing and monitoring workplans, managing timelines, dependencies, risks and scope changes, coordinating stakeholders, and supporting senior-level governance forums and briefings.

The successful candidate will hold a university degree or college diploma in policy, public administration, economics, business or a related field and have at least five years of recent project management experience, including managing non-IT projects and complex, multi-stakeholder initiatives with evolving scope. Strong experience in project governance, change control, risk and issue management, stakeholder coordination, executive communications and project recovery is required. Candidates must be able to stabilize in-flight projects, address governance gaps, realign stakeholders and establish clear delivery plans and accountabilities. Experience working across research, policy, operations, technology and external stakeholder environments is required. A PMP, PRINCE2, Agile or another recognized project management certification is considered an asset.
