Salary: £65,000 - 65,000 per year

Requirements:
  • Significant experience operating in complex IT programme and portfolio environments, leading high-risk and high-value initiatives.
  • Experience prioritising demand and resources based on strategic intent and return on investment.
  • Experience ensuring effective governance across the full delivery lifecycle, including designing and leading structured quarterly planning cycles.
  • Proven ability to lead and facilitate discussions with senior stakeholders, including Heads of Service, Digital Services leadership teams and executive audiences.
  • Strong knowledge of current technologies used to build and operate digital services.
  • Ability to understand technical plans, service design and delivery activities sufficiently to enable informed, evidence-based decision-making at pace.
  • Degree-qualified, preferably in Technology, Engineering or a mathematical discipline, or holds a recognised project or programme management accreditation, or equivalent professional experience.
  • Confident and credible leader with experience implementing change across teams and functions.
  • Experience applying lean, continuous improvement and lifecycle-based approaches.
  • Ability to create an environment where teams are supported to perform, improve and deliver sustainable outcomes.
Responsibilities:
  • We lead Enterprise Portfolio Management across business-as-usual activities, programmes and projects.
  • We provide oversight of demand, capacity and resources to ensure delivery is aligned to our organisational and Digital Services Strategy.
  • We establish a forward-looking portfolio function that anticipates demand and optimises the use of resources to support strategic priorities.
  • We own and lead the quarterly planning and prioritisation process.
  • We maintain a balanced, sustainable delivery pipeline.
  • We ensure effective governance of programmes and projects, including alignment to strategy, financial and resource assurance, and benefits realisation.
  • We intervene where delivery risks arise or business case benefits cannot be met.
  • We support the targeted 80/20 planned versus reactive demand model.
  • We work closely with operational delivery leaders and senior stakeholders across the directorate.
  • We identify opportunities for enterprise-wide technology change and provide leadership for the delivery of those change initiatives.
  • We drive continuous improvement in portfolio, service and capacity management.
  • We keep abreast of industry best practice, set policy and standards, and embed efficient ways of working.
  • We provide direction on the use of appropriate tools, methodologies and justified new investments.
  • We provide strong people and financial leadership.
  • We manage and develop our EPM team to deliver portfolio operations and business process improvement.
  • We own team budgets, forecasts and cost management to ensure effective and transparent use of resources.
