Head of PMO

Requirements:

• Strong senior-level portfolio leadership experience
• Deep expertise in governance, assurance, risk and financial planning
• Confidence to challenge and influence at the highest levels
• Ability to simplify complex information and turn data and performance insights into compelling narratives
• Experience leading senior specialists and embedding consistency across teams and environments
• Experience working within large, complex public sector or political environments
• Local Government experience is essential
• Experience of major transformation or reorganisation programmes is a significant advantage

Responsibilities:

• Hold the organisation to account for successful delivery of its biggest programme
• Act as the councils central source of truth for programme performance, governance strength and delivery confidence
• Challenge Programme Directors and senior leaders on direction, decisions and delivery discipline across the portfolio
• Provide senior-level insight, foresight and strategic challenge
• Deliver portfolio reporting that informs leadership and influences decisive action
• Support decisions around re-scoping, reprioritising or stopping programmes where needed
• Lead the evolution of the organisations PPM capability
• Design and embed portfolio frameworks, dashboards and assurance models
• Lead and develop a talented PMO team
• Work closely with Members, SROs and corporate leadership to ensure transformation activity is aligned, realistic and future proof

We are a large upper-tier local authority undergoing one of the most ambitious and complex transformation agendas in the sector, including a high-profile Local Government Reorganisation programme that is shaping the future of our services, funding and organisational identity. We are investing heavily in strengthening our transformation and delivery capability and are seeking an exceptional Head of PMO to bring clarity, authority and discipline to a vast and evolving programme portfolio. This is a 6-month contract, based in Oxford, offering a competitive day rate of £800 per day inside IR35, with strong potential for extension as our transformation portfolio evolves. You will join a collaborative, forward-thinking environment at the centre of major decision-making and meaningful organisational change.
