Job Description

Salary: £55,000 - 55,000 per year

Requirements:
  • We need a degree-level qualification in a Digital, Data and Technology discipline, or equivalent professional qualification and experience.
  • We need strong knowledge of software engineering, digital delivery and modern development practices, including Agile, DevSecOps, CI/CD and cloud-based architectures.
  • We need the ability to translate business needs into effective technical solutions and provide informed challenge on technical approaches, estimates and delivery decisions.
  • We need an understanding of technology risk management, including security, resilience, scalability, compliance and technical debt.
  • We need strong communication and stakeholder management skills, with the ability to influence and engage technical and non-technical audiences.
  • We need experience delivering digital services in complex organisational environments with multiple teams, suppliers and stakeholders.
  • We need knowledge of digital service standards, accessibility requirements and information governance principles, including GDPR and WCAG.
  • We need Level A1 Welsh language skills, or a commitment to learn and reach this level during employment.
Responsibilities:
  • We lead our software engineering and digital delivery capability, ensuring the effective development, support and continuous improvement of business-critical products and services.
  • We shape technical direction, drive engineering excellence and innovation, and ensure digital delivery supports organisational priorities through the leadership of internal teams and external partners.
  • We provide leadership, management and professional development for software engineering and agile delivery resources, fostering a high-performing, inclusive and delivery-focused culture.
  • We define and implement software engineering strategies, standards, frameworks and practices that support secure, resilient and efficient digital service delivery.
  • We plan and manage software engineering capacity and capability, ensuring resources are aligned to organisational priorities and future delivery demands.
  • We oversee the delivery and engineering assurance of digital products and services, ensuring quality, compliance and alignment with NRW and Welsh Government objectives.
  • We act as the organisational authority for software engineering, influencing technical direction, governance, policy and decision-making across NRW.
  • We ensure engineering activities deliver value for money while managing operational, financial, security and compliance risks.
  • We build and maintain effective relationships with third-party suppliers and partners, ensuring successful delivery and performance.
  • We drive continuous improvement and innovation by promoting modern engineering practices, emerging technologies and agile ways of working.
  • We support our data and digital ambitions by ensuring systems are designed to improve data quality, re-use and accessibility across the organisation and our partners.
  • We undertake health and safety duties and responsibilities appropriate to the post.
