Programme Governance Lead

Salary: £56,000 - 85,000 per year

Requirements:

• Proven experience operating as a Governance Lead, PMO Lead, Programme Governance Manager, or similar role within large-scale transformation programmes.
• Strong track record of delivering governance and assurance within complex public sector environments.
• Experience supporting senior governance forums, programme boards, and executive stakeholders.
• Demonstrable expertise in programme controls, reporting, risk management, and assurance.
• Ability to bring structure and clarity to complex delivery environments.
• Excellent stakeholder engagement and communication skills.
• Experience producing high-quality governance documentation and executive-level reporting.
• Experience working across multiple major public sector transformation programmes.
• Knowledge of government delivery frameworks and assurance processes.
• Familiarity with MSP, PRINCE2, Agile delivery, or equivalent programme and project management methodologies.
• Experience operating within highly regulated or politically sensitive environments.

Responsibilities:

• Lead and coordinate governance activities across major transformation programmes.
• Establish and maintain effective governance frameworks, processes, and controls.
• Support programme boards, steering committees, and executive governance forums.
• Ensure decision-making processes are clear, documented, and effectively managed.
• Develop and maintain governance reporting, dashboards, and assurance packs.
• Monitor programme risks, issues, dependencies, and escalations, ensuring timely visibility and resolution.
• Provide independent challenge and assurance to programme leadership teams.
• Drive consistency in programme controls, reporting standards, and governance disciplines.
• Support audit and assurance activities, ensuring compliance with public sector standards and requirements.
• Work closely with senior stakeholders to provide confidence in programme health, progress, and delivery readiness.

AgileSource Ltd is supporting a major public sector organisation undergoing significant transformation and seeking an experienced Governance Lead to strengthen programme oversight, assurance, and delivery governance across a portfolio of complex change initiatives. This is a 6-month remote contract at £500 per day inside IR35. We are looking for a governance professional who brings calm, control, and credibility to large-scale programmes and can help create the structure, discipline, and transparency needed to support successful outcomes in a complex stakeholder environment.
